By accessing or using the Citizen Law Library website, any related subdomains, or any content, tools, or services offered through this site (collectively, the “Site”), you agree to be bound by these Terms of Use (“Terms”). If you do not agree to these Terms, you must not use the Site.
2. Not legal advice; no attorney–client relationship
Citizen Law Library provides general legal information and education, with a focus on Missouri law and court procedure. The content on this Site is for informational and self‑help purposes only. It is not:
- Legal advice
- A substitute for the advice of a licensed attorney
- A recommendation about what you should do in your specific case
Using this Site does not create an attorney–client relationship between you and Citizen Law Library, Timothy Terrell, “Lex Nemo,” or any contributor. If you need legal advice about your situation, you should consult a licensed attorney in your jurisdiction.
3. Not a law firm; no representation
Citizen Law Library is not a law firm and does not provide legal representation in any court or administrative agency. No one associated with this Site will:
- Appear in court on your behalf
- File documents for you
- Communicate with judges, prosecutors, opposing counsel, or agencies on your behalf
You remain fully responsible for your own filings, deadlines, decisions, and actions in any legal matter.
4. No guarantee of results; information may change
Laws, rules, forms, and court practices change over time and may vary from county to county, courtroom to courtroom, or judge to judge. While reasonable efforts are made to keep material accurate and current, no guarantee is given that:
- All information on the Site is complete, correct, or up to date
- Any specific result, outcome, or ruling will occur if you follow information found here
You are responsible for double‑checking current law, local rules, and official forms, and for deciding how to use any information from this Site.
5. Eligibility and jurisdiction
This Site is intended for adults who can enter into binding agreements. By using the Site, you represent that:
- You are at least 18 years old (or the age of majority in your jurisdiction), and
- You understand that the primary focus is Missouri law and procedure, even though others may access the Site from different locations.
If you access the Site from outside Missouri or outside the United States, you are responsible for complying with any local laws that apply to you.
6. Your responsibilities
You agree that you will:
- Use the Site only for lawful purposes
- Not rely on the Site as your only source of information for any legal decision
- Not share, upload, or transmit through the Site any illegal, harmful, or confidential material that you do not have permission to share

You understand and agree that you, and not Citizen Law Library, are responsible for:

- Monitoring your own deadlines and court dates

7. Accounts, subscriptions, and payments
Some parts of the Site may require you to create an account, purchase a subscription, or pay for access to certain content or tools.
- You agree to provide accurate and current information when creating an account.
- You are responsible for maintaining the confidentiality of your login credentials and for all activity under your account.
- Subscription terms, prices, billing, renewal, and cancellation policies will be described at the point of purchase and form part of these Terms.
Citizen Law Library may change subscription offerings, pricing, and access rules in the future. Any changes will apply on a going‑forward basis and will not retroactively alter charges already incurred, except as required by law.
8. Intellectual property
Unless otherwise noted, the Site and all content on it—including text, graphics, logos, icons, images, audio, video, and compilations—are owned by or licensed to Citizen Law Library and are protected by copyright and other intellectual property laws.
Subject to your compliance with these Terms, you may:
- View and read content on the Site for your personal, noncommercial use
- Print or download a reasonable number of pages for your own reference in your legal matters
You may not:
- Reproduce, distribute, republish, or publicly display substantial portions of the Site without prior written permission
- Sell, license, or otherwise exploit any content from the Site for commercial purposes
- Remove or alter any copyright, trademark, or other proprietary notices
If you wish to request permission to reuse content, contact the Site using the information on the Contact page.
9. User‑submitted content

You grant Citizen Law Library a non‑exclusive, worldwide, royalty‑free license to use User Content solely for the limited purpose of operating, improving, and providing the Site and any related services.
Citizen Law Library reserves the right—but has no obligation—to remove or refuse any User Content that appears to violate these Terms or applicable law.
10. Third‑party links and resources
The Site may contain links to third‑party websites, forms, videos, or other resources. These links are provided for convenience only.
Citizen Law Library does not control, endorse, or assume responsibility for:
- The content of any third‑party site or resource
- Any products, services, or information offered there
- Any changes or updates to such sites
You access third‑party resources at your own risk and should review their own terms and policies.
11. Disclaimer of warranties
TO THE FULLEST EXTENT PERMITTED BY LAW, THE SITE AND ALL CONTENT AND SERVICES ARE PROVIDED “AS IS” AND “AS AVAILABLE”, WITHOUT ANY WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED.
WITHOUT LIMITING THE FOREGOING, CITIZEN LAW LIBRARY DISCLAIMS ALL WARRANTIES OF:
- ACCURACY, COMPLETENESS, OR RELIABILITY
- FITNESS FOR A PARTICULAR PURPOSE
- NON‑INFRINGEMENT
- AVAILABILITY OR CONTINUITY OF THE SITE
YOUR USE OF THE SITE, AND ANY RELIANCE YOU PLACE ON INFORMATION OR TOOLS FOUND HERE, IS AT YOUR OWN RISK.
12. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, CITIZEN LAW LIBRARY, TIMOTHY TERRELL, “LEX NEMO,” AND ANY CONTRIBUTORS OR AFFILIATES SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, CONSEQUENTIAL, SPECIAL, EXEMPLARY, OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF PROFITS, REVENUE, DATA, OR GOODWILL, ARISING OUT OF OR RELATED TO YOUR USE OF (OR INABILITY TO USE) THE SITE OR ANY CONTENT.
TO THE EXTENT ANY DIRECT LIABILITY IS FOUND, IT SHALL BE LIMITED TO THE GREATER OF:
- THE AMOUNT YOU PAID (IF ANY) FOR ACCESS TO THE SITE OR SERVICE GIVING RISE TO THE CLAIM IN THE 3 MONTHS BEFORE THE CLAIM AROSE, OR
- ONE HUNDRED DOLLARS (US $100).
SOME JURISDICTIONS DO NOT ALLOW LIMITATIONS ON CERTAIN DAMAGES, SO PART OF THIS SECTION MAY NOT APPLY TO YOU.
13. Indemnification
You agree to indemnify, defend, and hold harmless Citizen Law Library, Timothy Terrell, “Lex Nemo,” and any contributors, affiliates, and agents from and against any claims, liabilities, damages, losses, and expenses (including reasonable attorneys’ fees) arising out of or related to:
- Your use of the Site
- Your violation of these Terms
- Your violation of any rights of another person or entity
14. Changes to the Site and these Terms
Citizen Law Library may modify, suspend, or discontinue any part of the Site at any time, with or without notice.
These Terms may also be updated from time to time. When changes are made, the “Last Updated” date at the top of this page will be revised. Your continued use of the Site after any changes are posted means you accept the updated Terms.
15. Termination
Citizen Law Library may suspend or terminate your access to all or part of the Site, with or without notice, for any violation of these Terms or for any other reason deemed appropriate.
You may stop using the Site at any time. Termination does not affect any rights or obligations that arose prior to the date of termination, including payment obligations or limitations of liability.
16. Governing law and venue
These Terms and any dispute arising out of or relating to the Site shall be governed by and construed in accordance with the laws of the State of Missouri, without regard to its conflict‑of‑laws principles.
Any legal action or proceeding arising under or relating to these Terms or the Site shall be brought exclusively in the state or federal courts located in Missouri, and you consent to the personal jurisdiction of those courts.
17. Severability
If any provision of these Terms is held to be invalid, illegal, or unenforceable, that provision will be enforced to the maximum extent permitted by law, and the remaining provisions will continue in full force and effect.
18. Entire agreement
These Terms, together with any separate purchase or subscription terms presented at checkout, constitute the entire agreement between you and Citizen Law Library regarding your use of the Site and supersede any prior understandings or agreements.
